CARE also advocates for a just carbon market. After difficult discussions at COP25 UN Climate Negotiations in Madrid, the carbon market is still a topic of debate. Covered by Article 6 of the Paris Agreement, this is one of the so-called ‘Paris Rulebook’ issues still outstanding. Article 6 will determine how the entire carbon offsets market works, and COP26 in Glasgow will seek to agree on rules for the market and trading mechanisms. It is CARE’s view that all activities and projects developed under Article 6 should not only avoid any harm to local communities and indigenous peoples, but protect, respect, and promote human rights, and contribute to gender equality.
